Sato was born in 1964 in Kanagawa Prefecture. While attending Waseda University, he joined the animation research club, which led him to join the animation production company Ajia-do after graduation and pursue a career as an animator.
He later transitioned to directing, working on the TV anime 'Gaki Deka' which aired in 1989, and then co-directing the OVA 'Gaki Deka,' released in November 1989, with Koichiro Nakamura. After working on projects such as 'Chibi Maruko-chan' and 'Akazukin Chacha,' he directed his first TV anime, 'Tobe! Isami,' which aired on NHK in 1995.

The following year, in 1996, he worked on 'Martian Successor Nadesico.' 'Martian Successor Nadesico: The Prince of Darkness,' released in 1998, was a sequel set three years after the main series, but it garnered attention for its significantly toned-down, more serious tone compared to the lighthearted tone of the original, and it won the Seiun Award (Media Category).
'Gakuen Senki Muryou,' which aired in 2001, is an original sci-fi anime for which Sato served as the original creator, director, series composer, and wrote the scripts for all episodes. Later, the scripts for all episodes were made available for free on note.
'Stellvia of the Universe,' which aired in 2003, was also an original anime that was well-received and a sequel was anticipated, but Sato revealed that production was canceled along with 'Nadesico 2.'
In 2012, he also directed 'Bodacious Space Pirates,' based on Yuichi Sasamoto's novel 'Miniskirt Space Pirates,' and won the Seiun Award for the second time.
