Tan was born in Malaysia and earned a bachelor's degree in physics from Nanyang Technological University in Singapore, a master's degree in nuclear engineering from Massachusetts Institute of Technology, and an MBA from the University of San Francisco. Tan, who served as a manager at an energy company, founded venture capital firm Walden International in 1987. From 2009 to 2021, he served as CEO of Cadence Design Systems, an American company that develops semiconductor development software. In 2022, he received the Robert N. Noyce Award, the Semiconductor Industry Association's highest honor, and has a history of serving as a director at Hewlett-Packard Enterprise and SoftBank, and has extensive connections in the technology industry.
Intel's CEO was Pat Gelsinger, a former lead architect at Intel, who had served as CEO since 2021, but announced his retirement in December 2024. After that, Zinsner, who was the chief financial officer, and Holthaus, who was the head of the client computing division, were appointed interim co-CEOs.

Tan served as a director of Intel from 2022 to August 2024, but resigned due to differences of opinion over strategic direction, saying, 'I was frustrated with the company's bloated employee base, its attitude toward contract manufacturing, and its risk-averse, bureaucratic corporate culture.' However, as of December 2024, Tan's name was mentioned as a likely successor to Gelsinger.

Intel said Tan is a 'longtime technology investor and widely respected executive with more than 20 years of semiconductor and software experience and deep relationships across Intel's ecosystem.'
'Intel will be an engineering-focused company. We will strive to build trust by developing the best products, listening carefully to our customers, and taking responsibility for keeping our promises,' said Tan. 'Intel has a strong and differentiated computing platform, a vast customer base, and a strong manufacturing footprint that is getting stronger every day as we reshape our process technology roadmap. I look forward to building on the work that the entire Intel team has done to position the business for the future.'

'Intel has been working closely with Intel to determine the best course of action for its customers, and we are pleased to announce that Intel has completed its initial selection process,' said Johnston Holthaus, who will serve as interim co-CEO of Intel and Intel's Intel Products division.
