Police launch Telegram investigation into possible deepfake porn victims in over 500 South Korean schools

In recent years, with the advancement of AI technology, 'deepfake porn,' which uses AI to strip clothes from photos of real people, has become a social problem. In South Korea, a 'deepfake map' has been created, mapping middle schools, high schools, and universities where deepfake pornography victims are located, with over 500 schools and universities registered on the map.

Deepfake pornography is widespread in South Korea, and a 2024 report by cybersecurity company Security Hero found that 53% of victims of deepfake pornography uploaded to websites were Korean. The United States came in second with 20%, and Japan came in third with 10%.

Meanwhile, a male high school freshman in South Korea has created a 'Deepfake Map' that maps the middle schools, high schools, and universities where deepfake pornography victims are located. The male student explained to local media why he created the map: 'I learned that about five students at my school had been victimized. I found out that one of the victims was an acquaintance of mine, and I thought this was a real problem, so I decided to make the map.'
The map below shows the locations of schools where victims are believed to be located, marked in red.

As word of the Deepfake Map spread, the number of visitors rapidly increased, and even some suspected DDoS attacks occurred. The map is updated based on email and social media reports, and more than 500 schools have already been registered. At the time of writing, the official website was inaccessible due to server issues.
According to police data submitted to lawmakers from South Korea's largest opposition party, the Democratic Party of Korea, of the 527 victims of deepfake crimes reported in South Korea between 2021 and 2023, 59.8% were teenagers, the overwhelming majority compared to 32.1% in their 20s, 5.3% in their 30s, and 1.1% in their 40s. A Security Hero report also found that 99% of victims of deepfake pornography are women, with underage girls being particularly targeted.
Deepfake pornography is becoming a growing problem not only due to the availability of easy-to-use deepfake generation tools, but also due to the existence of platforms that distribute illegal deepfake pornography.
On September 2, South Korean police launched an investigation into Telegram, a popular messaging app, for its possible role in facilitating deepfake pornography. Telegram offers privacy features, including the option to encrypt messages, allowing users to share deepfake pornography while concealing their identities. While other apps offer similar anonymity, Telegram is by far the most popular, with 950 million monthly users.
The South Korean police's move follows the arrest of Telegram CEO Pavel Durov in France, who was charged with 'spreading child abuse images,' 'drug trafficking,' and 'disobeying requests from law enforcement.'

A representative from Telegram's East Asia branch reported in an email to the Korea Communications Commission (KCSC) on September 3rd that the company had removed 25 pieces of sexually exploitative content from its platform in response to the KCSC's request, apologized for its handling of the deepfake issue, and shared an email address specifically for communication with the media watchdog.

A KCSC official said, 'We hope to strengthen our cooperation with Telegram by securing a dedicated email address and other hotlines to address the spread of deepfake sexual exploitation content and ultimately eradicate digital sexual assault content.'
