It has been reported that the Chat Control Act is headed for defeat due to a website developed by a Danish software engineer that sends spam emails to lawmakers and other relevant parties.

Chat control legislation has been discussed many times in the EU for the purpose of protecting children, but there are concerns that the scope of censorship could be expanded beyond child pornography to include drug use, anti-government protests, and political criticism, as well as the risk of abuse by criminals and harm from false positives. The chat control law, which has such widespread problems, is scheduled for a final vote at the Danish-chaired EU Council on October 14, 2025. 'We receive hundreds of emails about Fight Chat Control every day,' said Swedish Social Democrat MEP Evin Insil. Three diplomats working at EU permanent representative offices also testified that they received a large number of emails.

Joachim, who has withheld his last name because his employer does not want him to be associated with the election campaign, said he is self-funding the website. His unconventional approach of sending out mass emails to interested parties has had a major impact, with the Polish government issuing a statement referencing Fight Chat Control and a petition in Denmark garnering over 50,000 signatures .

According to Joachim, as of early October, the website had received approximately 2.5 million visits, the majority of which were from within the EU. Because the emails were sent from visitors' own email clients, it's impossible to know the exact number of emails sent, but estimates put the total at several million. An EU diplomat told POLITICO that the campaign led by Fight Chat Control has made some EU member states hesitant to support chat control legislation.

On October 8, Germany, a major EU country, announced its opposition to chat control legislation after receiving pressure from several activists and major organizations.

The Council of the European Union uses a voting procedure called a ' qualified majority ,' which means that a bill needs to be opposed by at least four countries, and the total number of opposing countries must be at least 35% of the EU population. Germany accounts for 19% of the EU's population, so its opposition to the chat control law is particularly significant.

Additionally, over 40 European companies have submitted an open letter opposing the Chat Control Act, expressing concern over the mandatory backdoor requirement.
