OpenAI and SoftBank announce plans to build five massive AI data centers in the US



Stargate , a $500 billion (approximately 73 trillion yen) AI infrastructure construction plan led by OpenAI, aims to establish large-scale data centers in the United States and further promote the development and operation of AI. As part of Stargate, OpenAI, SoftBank Group, and Oracle have announced that they will collaborate to open five AI data center locations in the United States.

Stargate announced plans on January 22, 2025, and in July 2025 announced that it had signed an additional investment agreement with Oracle to develop an additional 4.5 gigawatt-class data center. This agreement will bring Stargate's total capacity to over 5 gigawatts, with more than 2 million GPUs in operation.

The announcement revealed that five new data centers will be built in the United States.



Oracle will fund the construction of three new facilities: one in Shackleford County, Texas; one in Doña Ana County, New Mexico; and one in the Midwest to be announced soon. OpenAI also announced a partnership with SoftBank Group to build a facility in Lordstown, Ohio, and plans to develop a facility in Milam County, Texas, through a partnership with SB Energy, a SoftBank Group subsidiary.

Combined with these five new locations, its flagship facility in Abilene, Texas, and ongoing projects, Stargate's planned capacity will be approximately 7 gigawatts, with investments exceeding $400 billion over the next three years. OpenAI stated, 'We are now on track to achieve our commitments of 10 gigawatts of planned capacity and $500 billion of investment, announced in January 2025, by the end of 2025, ahead of schedule.'



Announcing the construction of the new facility, OpenAI CEO Sam Altman said, 'For AI to unleash its power, we need to build the computing infrastructure that supports it. That computing infrastructure is key to making the benefits of AI accessible to everyone and enabling future breakthroughs. We've already made historic progress toward this goal through Stargate, and we're moving quickly to not only deliver on our original commitment, but to lay the foundation for what's next.'

In addition, CEO Altman wrote in a blog post about the significance of expanding the AI data center: 'We are laying the foundation to significantly expand our ambitions to build AI infrastructure to provide what the world needs: inference computing to run these models and learning computing to continue to improve them.' According to CEO Altman, OpenAI wants to create a 'factory capable of producing 1 gigawatt of new AI infrastructure per week.' From 2025 to 2026, OpenAI's specific plans, partners working on the plan, and funding methods will be revealed.
