On July 16, 2025, Steam updated the ' Steamworks Document ' published for game developers, adding the rule that 'content that may violate rules or standards set by Steam's payment service providers, related card networks, banks, Internet network providers, etc., in particular certain types of adult-only content' to the list of things that should not be published on Steam. At the same time that Steam updated the rules, a large number of adult games began to be removed from Steam. The reason Steam removed the games was due to pressure on the payment platform from anti-pornography groups, as revealed by the group's co-founder's victory declaration.

In response to Steam's restrictions on adult games, 'Steam Banned and Removed Games' was launched. The project not only lists games that have been removed or banned on Steam due to restrictions, but also games that have been voluntarily removed from distribution due to restrictions. The reason for listing games that have disappeared from Steam is that 'We aim to be a useful source of information for people interested in the content lifecycle and review system on Steam. We provide insight into the actual state of games and apps changing and being removed from the Steam platform.'
Although a variety of content is moderated on Steam, the Steam Banned and Removed Games list only adult games, visual novels, and anime games, and data collection has been ongoing since 2018.
A total of 3,126 adult games, visual novels, and anime games have disappeared from Steam since data collection began in 2018, of which 1,492 titles were deleted, 473 titles were removed from the list, and 1,144 titles are unreleased.
