The EU recognizes Chinese network companies as a security risk, and recommended the exclusion of Huawei and ZTE as a measure against security risks in 5G networks in January 2020. Even after the recommendation, some countries such as Germany allowed Huawei's 5G networks under certain conditions , but in June 2023, it was reported that the EU was considering compulsorily excluding Huawei.

Huawei is lobbying in various countries to ensure smooth operations within the EU. Meanwhile, in March 2025, Belgian prosecutors arrested several people who were active in lobbying groups related to Huawei on suspicion of 'paying bribes under the guise of lobbying activities.' In response, the European Parliament banned lobbying groups related to Huawei.

Furthermore, on April 24, 2025, it was reported that the European Commission, the EU's executive body, also banned meetings with lobbying groups related to Huawei. European Commission spokesman Olof Gill said the ban applies to 'any intermediary who meets or seeks contact with members of the European Commission to advance Huawei's interests.' Gill also said, 'The European Commission has talented people who can determine whether an issue on the agenda is related to Huawei's interests. If there are signs that the agenda is moving in the wrong direction, it will be blocked,' indicating an active stance to prevent Huawei's interference in the EU.

However, the European Commission also said it would allow the participation of organisations with Huawei links or customers in 'meetings that do not touch on policy issues of interest to Chinese companies.'
