SB56 , sponsored by Republican Florida Senator Irena Garcia, is a bill that would ban the injection, release, or dispersion of any chemical, compound, substance, or device into the atmosphere with the intent to affect the climate.

The bill, which passed the Senate by a 28-9 vote, would have imposed a third-degree felony and fines of up to $100,000 on anyone who violates the law, and would require the state's Department of Environmental Protection to set up a hotline for reporting suspicious weather events.



Garcia explained the philosophy behind the new law, saying, 'What I don't want is for loopholes to continue to open up. I don't want to see powerful technologies like weather and weather modification being weaponized.'

The state law was proposed in response to conspiracy theories surrounding

Hurricane Milton , which made landfall in Florida in 2024 and caused major damage.

The hurricane had a major impact on American politics, with issues such as how to provide support to victims becoming a major issue in the presidential election, but it also gave rise to conspiracy theories that the US government had manipulated the climate.

'Yes, they can control the weather. It's ridiculous that someone would lie and say that's impossible,' Congresswoman and conspiracy theorist Marjorie Taylor Greene said on Twitter.



Greene's comments were quickly rejected by lawmakers from both parties, but they sparked a wave of chemtrail conspiracy theories, which claim that contrails are evidence that governments or secret societies are spraying chemical or biological weapons.

'Many of us in the Senate regularly receive concerns and complaints about so-called chemtrails,' Garcia said at a March 2025 hearing. Meanwhile, experts have denied the claim that chemtrails can create hurricanes, with Lauren Hope, a meteorologist at local news outlet Gulf Coast News and Weather, asserting, 'There is no scientific consensus that someone can create a hurricane.'

While conspiracy theories about artificial hurricanes are controversial, artificial rain techniques such as cloud seeding are commonly used in drought-stricken areas around the world. For example, China has been conducting 'artificial rain operations' for many years, using rockets and large drones to spray artificial rain agents such as silver iodide.



There are concerns that the legislation is being rushed through without sufficient deliberation about the impact it will have on practical efforts, and the revised bill sent to the House of Representatives, HB477 , is said to be softer in its provisions, such as only banning unauthorized use rather than a complete ban.

If the bill passes both the House and Senate and is signed by Governor Ron DeSantis, it would go into effect on July 1, 2025. However, SB 56 and HB 477 must be reconciled before the Florida Legislature ends its session on May 2, 2025 in order for it to become law.
