On April 9, 2025, the EU published the AI Continental Action Plan, declaring its aim to become a global leader in the field of AI.

The EU says advanced AI models require investment, infrastructure and cooperation, and that European companies will come together to achieve the following goals:

Establish at least 13 AI factories across Europe that will support start-ups and researchers in developing cutting-edge AI models.
・Establish up to five AI Gigafactories with massive computing power and data centers, which will enable training of complex AI models at an unprecedented scale. 20 billion euros will be contributed from the InvestAI initiative , which has committed 200 billion euros to AI.
Propose a Cloud and AI Development Act to promote private investment in cloud and data centers, with the goal of prioritizing sustainable data center development and at least tripling the EU's data center capacity within the next 5-7 years.



In addition, the 'AI Utilization Strategy' will be launched to promote the use of AI in order to address the current situation in which only 13.5% of EU companies are using AI. In conjunction with this, human resources will be strengthened by opening up routes to accept non-EU workers with AI skills as immigrants, attracting AI researchers, and launching programs for AI education.

European Commission Vice-President Henna Virkunen said, 'The race for leadership in AI is not over yet,' indicating that the EU is trying to catch up with the United States and China, which are leading the way in AI development.



As of 2025, the United States has a huge lead over China in the field of AI. According to a report published by Stanford University, in 2024, 40 'notable AI models' were developed by American institutions, while China had 15, but was leading in terms of the number of papers published and patents. Meanwhile, Europe had only developed three AI models (all made in France), and the EU was noticeably lagging behind.

The EU plans to not only invest in technology and develop human resources, but also to put in place legislation. It also plans to launch two public consultations by June 4, 2025 to further flesh out the AI Continental Action Plan.
